mate-terminal -e "bash -c \"sudo dpkg -i %F; exec bash\""
gnome-terminal should work just the same.

NOTE: Use dpkg ONLY if you KNOW what you are doing and have already resolved all dependencies for the package in some way. If you are not sure, avoid this method. Just click the .deb file. It will open by default in gdebi in UberStudent and download and install all required dependencies automatically.
